Notes: Signed free franked address panel carried outside of the mail signed by the fourth Earl of Clarendon, George William Frederick Villiers (1800-1870) and addressed to Prime Minister of Great Britain John Russell. Villiers was a statesman serving as Lord Lieutenant of Ireland (1847-1852); Foreign Minister (1865-66 an 1868-70). He represented England at the Treaty of Paris of 1856 which settled the Crimean War.
